About Peter D. Komarinski, Principal, Komarinski & Associates, LLC
Peter D. Komarinski is the Principal Consultant of Komarinski & Associates, LLC. He is a Subject Matter Expert on AFIS and Identification Technologies. He has in excess of 20 years experience in the field of biometric identificaition and has served as an AFIS project manager for the New York State Division of Criminal Justice Services.
Mr. Komarinski began his criminal justice career over 30 years ago. He is a graduate of Wheeling Jesuit University (BA Psychology) and the State University of New York At Albany (MA Criminal Justice). During his career he has served in a variety of positions including the McKay Commission which investigated the Attica Prison Uprising; a research analyst with a medium sized police department; criminal justice program analyst for a regional planning commission; research analyst for a state correctional oversight agency and a research specialist for the state criminal justice planning agency. He retired from the New York State Division of Criminal Justice Services after fifteen years as a manager of the Statewide Automated Fingerprint Identification System (SAFIS).
He has written extensively and is the author of Automated Fingerprint Identification Systems (AFIS) published in January 2005 by Elsevier/Academic Press and is a contributor to Cold Case Homicides by Walton. He is a regular presenter at the annual Educational Conferences of the International Association for Identification (IAI) and lectured on topics such as: Quantifying Latent Identifications; Management Challenges to Interconnectivity; AFIS Upgrade Testing; Diamonds in the Rough: Re-Searching the Unsolved Latent File; How to Get the AFIS You Want. He is also the Chair of the AFIS Committee of the IAI.
As a consultant, Mr. Komarinski has been engaged by several agencies and organizations including the: New York City Police Department, Institute for Regulatory Sciences, US Dept of Justice, West Virginia University Forensic Science Initiative, and the Higgins-Hermansen Group. He has appeared in federal court as a Testifying Expert Witness on biometric intellectual property.
In addition to his biometric interests, Mr. Komarinski has been actively involved for over 25 years with the State Employees Federal Credit Union (SEFCU), a $2.2B federally chartered credit union located in Albany, NY. This experience has provided a background in the business, financial and regulatory arenas. He has served as a volunteer member of the Credit Committee and later served on the Technology, Asset Liability and ALCO committees. He was appointed as Associate Director and Chair of the Supervisory Committee in 1993. In 1994 he was elected as Director and has served as Vice Chair of the Board of Directors, Chair of the Governance Committee, and Pension Trustee. Mr. Komarinski has received numerous awards and recognitions including two Certificates of Commendation, Friend of Law Enforcement; Governor's Certificate Year 2000 Date Change Initiative; Governor's Workforce Award; and, Certificate of Appreciation - NYPD Chief of Detectives.
